The Honourable Mr Justice Michael Lunn served as a Judge of the Court of First Instance from 2003 to 2011 and as a Judge of the Court of Appeal, of which he is a Vice President, from 2011. From October 2012 to April 2013, he was Chairman of the Commission of Inquiry into the circumstances leading to the collision of two vessels near Lamma Island on 1 October 2012.

Professor Lo Hong-kam is the Chair Professor and Department Head of the Department of Civil and Environmental Engineering of the Hong Kong University of Science and Technology, as well as the Convenor of the Railway Objections Hearing Panel. He was also a member of the Transport Advisory Committee.
